EU 48‑hour rule
Option 2 is used to monitor compliance with the EU 48‑hour rule. When calculating the rule, absence hours must be included in the weekly average.
By default, the report calculates the average weekly working hours over a 17‑week reference period (four months), which is the official EU requirement.
The current active week is excluded by default because the week has not yet finished. Therefore, the default period ends with the previous week. You can change the period as needed.
Absence types included when selecting option 2 (Working time + Absence hours):
Vacation and other vacation days
Sick days and child sick
Leave types
Public holidays
Day bank – minus days
Time off in lieu**
* Important regarding how weekly working hours is calculated
The method depends on how the employee is required to manage their working hours:
FlexiTime registration
Daily registrations of working hours (check‑in/out) plus any registered overtime on job codes are used to calculate the weekly working time.
Deviation registration
Daily registrations of overtime and flex leave offset against standard time are used to calculate the weekly working time (as plus/minus of official working hours).
** Note about deviation registration: Time off in lieu is not counted as absence when using deviation registration, because Time off in lieu is used together with overtime and daily official working hours to adjust the working hours for the day.
1. FlexiTime
For daily registration of workhours (clock in/out), these registrations + any registered overtime on job codes contribute to the actual working hours.
ℹ️ The example above:
Working hours = 12 hours
Working hours + Absence hours = 44 hours
2. Deviation Registration
The deviation registration method. Absence, time off, and overtime are used to calculate the actual working hours based on the subtraction/addition of official working hours.
ℹ️ The example above:
Working time = 0 hours
Working time + Absence hours = 39.5 hours
4. Hour bank balance per selected month
On this report page, the hour bank balance is calculated per a selected month (end of month):
